Daniel (Dan) Klingshirn serves as the Senior Civilian and Acting Chief of Planning, Programs and Project Management Division (DPM) for the U.S. Army Corps of Engineers (USACE) Charleston District. As Acting DPM, he is responsible for programmatic oversight of the planning, design, and construction of Civil Works, Military Construction, and Interagency and International Services (IIS) projects. The Charleston District’s $400M+ annual program supports numerous critical projects throughout South Carolina and beyond.
Mr. Klingshirn brings a diverse background of engineering, project management, and leadership experience to his role. Prior to assuming his current position in 2022, Mr. Klingshirn served as the Chief of the Military Construction & Regional Reimbursable Project Management Branch. In this capacity, he supervised 15 Senior Project Managers supporting four primary customers across nine states. He spearheaded project delivery, increasing annual obligations from $80M to $100M, and oversaw the programming, design, and contract award of the Army’s largest MILCON project valued at $160M. Before leading the Military Construction Branch, Mr. Klingshirn served as a Senior Project Manager supporting Joint Base Charleston, where he built strong relationships resulting in a dramatic increase in annual workload from $4M to $25M, with a surge of $90M in FY18. During this time he completed a detail to the USACE Europe District in order to initiate design for six MILCON projects in support of the European Defense Initiative (EDI). Prior to joining USACE, Mr. Klingshirn held positions as a Senior Project Manager and Program Manager at Naval Facilities Engineering Command (NAVFAC) in Hawaii and Italy, where he successfully delivered design-build construction projects and managed multiple overseas construction programs directly supporting humanitarian assistance, peacekeeping, and POW recovery throughout Southeast Asia, Oceania, and East Africa.
Complementing his civilian career, Mr. Klingshirn is a Captain (O-6) in the U.S. Navy Reserve, with over 20 years of active and reserve service spanning the globe. He has held many leadership positions including Commanding Officer and Reserve Deputy Commodore, leading large units and delivering critical support to Naval operations.
Mr. Klingshirn holds a Bachelor of Science Degree in Civil Engineering from the University of South Carolina, a Master of Science Degree in Civil Engineering from North Carolina State University. He is also a graduate of National Defense University and the Naval War College. He is a registered Professional Engineer (PE), a certified Project Management Professional (PMP), and a Level III Acquisition Professional.
