Maj. Kevin Scruggs

Major Scruggs received his commission from the United States Military Academy in 2013. After the Engineer Basic Officer Leader Course (EBOLC) at Fort Leonard Wood, Missouri, he reported to the 425th Brigade Special Troops Battalion (BSTB), 4-25 Airborne Infantry Brigade Combat Team (BCT), at Fort Richardson, Alaska. The 425th BSTB was converted to the 6th Brigade Engineer Battalion (BEB) during his tour in Alaska. While assigned to the 4-25 BCT he served as a Combat Engineer Platoon Leader, Engineer Company Executive Officer, Battalion Reconnaissance Officer, and the Task Force Engineer to the 3rd Battalion, 509th Parachute Infantry Regiment (PIR).


Following his completion of the Engineer Captains Career Course (ECCC) at Fort Leonard Wood, Missouri in 2017, Major Scruggs immediately deployed to Afghanistan to join the 1st Brigade, 82nd Airborne Division at Fort Bragg, North Carolina. During the deployment he served as the Task Force Planner for a multinational Task Force responsible for the long-term planning of training and preparation. Upon return from the deployment, he served as the Battalion Plans Officer for the 127th Brigade Engineer Battalion (BEB). He was then selected to Command Alpha Company, 127th BEB. While in command elements of his company deployed in support of the Immediate Response Force (IRF) Mission with no notice in January of 2020. This deployment was in support of global force protection to the CENTCOM Area of Responsibility.


After command, Major Scruggs attended graduate school at The University of Texas – Austin where he studied transportation engineering and sustainable construction materials. He applied this education to teaching Civil Engineering at the United States Military Academy from 2022-2025.


MAJ Scruggs is from Roseville, California. His wife, Noreen, is from Pearl River, New York and is a Critical care Nurse. Together, they have two children: Maeve (5), and Gavin (1). He holds a Bachelor of Science in Civil Engineering from the United States Military Academy as well as a Master of Science in Civil Engineering from the University of Texas. MAJ Scruggs is a graduate of the Engineer Basic Officer Leader Course, the Engineer Captains Career Course, and currently enrolled in the Army Command and General Staff College (CGSC).


MAJ Scruggs’s military awards and decorations include the Meritorious Service Medal (two awards), Army Commendation Medal (two awards with Combat Device), Army Achievement Medal (three awards), Afghanistan Campaign Medal, the Meritorious Outstanding Volunteer Service Medal, Ranger Tab, Sapper Tab, Senior Parachutist Badge, and Pathfinder Badge. He is a licensed Professional Engineer.
