David Dodds joined the Charleston District in July 2008 as a member of the Construction Branch, after working for 15 years with Naval Facilities Engineering Command (NAVFAC), Southern Division. Before this, he worked for the Charleston Naval Shipyard, as well as construction and engineering testing firms after graduation from Clemson University. In his current position, he is responsible for Construction Contract Administration and Quality Assurance for the District's three main programs - Civil Works, Military Programs and International and Interagency Support.  Dodds manages this execution through district Construction staff and three field offices in the state of South Carolina: Savannah River Site (DOE Support) Resident Office in Aiken, SC; Fort Jackson Resident Office in Columbia, SC; and Lowcountry Resident Office in North Charleston, SC.

 He has a combined 26 years of facilities engineering experience with USACE and NAVFAC. While with NAVFAC, Dodds served as an Environmental Project Engineer for several BRAC Military installations including Charleston Naval Base. As the Field Mechanical Engineer with Operations Division with NAVFAC, he was responsible for Construction Quality Verification for mechanical systems including consultation, performance verification testing and commissioning on projects over a 26 state region. Other positions with NAVFAC included: Liaison Officer to the Marine Corps and Marine Reserves, Project Management Branch Manager and Construction Manager. Before being named the Construction Division Chief, Dodds was a Senior Construction Engineer in Charleston District.

Dodds earned his Bachelor of Science degree in Mechanical Engineering in 1989 from Clemson University. He is a registered Professional Engineer in the state of South Carolina.
