Charlenne Figgins is the District Contracting Chief for the U.S. Army Corps of Engineers, Charleston District. Ms. Figgins joined the Charleston District in April 2019 after working in the Wilmington District for 12 years.

Figgins is responsible for planning, managing and executing all aspects of the acquisition program to include mission execution and quality assurance (QA)/business management oversight for the Charleston District. Mission execution includes planning, managing and executing contracts in the pre-and post-award stages in support of military, civil, environmental and IIS programs. QA/business management responsibilities include management and oversight of the activities of appointed Procuring Contracting Officers (PCOs), Contracting Officers’ Representatives (CORs), and Administrative Contracting Officers (ACOs) and quality assurance of pre-and post-award activities through informal and formal peer reviews. Figgins works to accomplish these duties by leading a staff of contracting professionals comprised of Contracting Officers, Contract Specialists, Procurement Analysts and Procurement Technicians.

Previous to this position, Figgins served in a variety of contracting roles for the Wilmington District in Wilmington, North Carolina to include: Branch Chief for the Civil Works Contracting Branch, Team Lead for the Construction & AE Branch and Team Lead for the Supply and Services Branch. During her time with the Wilmington District, she served as the lead Contracting Officer for both Civil Works and MILCON/SRM missions.

Figgins started her career in contracting while she was a junior in high school as an office automation clerk. After she graduated college, she took a brief break to work as a budget analyst for the University of North Carolina Wilmington Alumni Relations Office. In 2007 she returned to the Wilmington District Office as a contract specialist, where she remained until accepting the position as the District Chief of Contracting for the Charleston District.

Figgins was raised in Wilmington, North Carolina where she earned her Bachelor of Science in Business Management from the University of North Carolina Wilmington. She is DAWIA Level III Certified in Contracting.  She is also a graduate of the SAW/SAC Level II Leadership Development Program (2014) and the SAD Level III Leadership Development Program (2017).

Her awards include the Department of the Army Achievement Medal for Civilian Service (2011, 2018), The USACE South Atlantic Division Excellence in Contracting Award for Mission Execution (2012), Department of the Army Certificate of Achievement for support of the Joint Special Operations Command Facilities (2013), Commander’s Award for Civilian Service (2015).
