Contracting Chief

Ms. Newkirk Paggi has been the Charleston District Contracting Chief since 2006. During her time here, she has overseen the contracts for the newly acquired military construction program, acquired in 2008, as well as all other contracts for the District. In 2010, she oversaw the obligation of $369.5 million, the largest Charleston District Program in recent memory.

Previously, she worked for the Naval Facilities Engineering Command in Charleston for 19 years. At NAVFAC, she was a supervisory contract specialist of the Contingency Contract Branch. As the Team Chief of the Contingency Branch she was responsible for executing over $500M dollars towards the recovery of Class 3 hurricane Ivan for NAS Pensacola. During the next two years, she was responsible for executing over $1B dollars towards the recovery of New Orleans and the Gulf Coast after hurricane Katrina. The exigent conditions required dedication and willingness to take risks with innovative acquisition strategies. Being originally from the Mississippi Gulf Coast made it more personal for her to be a part of the recovery efforts. Because of the unique obstacles and severe conditions, she considers assisting in hurricane recovery as an extremely rewarding experience. She also has experience with Architect/Engineering and Construction Branch, and the Environmental Branch.
