Osby Mosley, Jr. became the Resource Manager for the U.S. Army Corps of Engineers, Charleston District in June 2014. As Resource Manager, Mosley is responsible for the development, administration, analysis and evaluation of financial management.

Prior to joining the Charleston District, Mosley was the Accounting Officer in the New Orleans District. He started his civil service as a Comptroller Career Intern at Fort Leonard Wood, Mo. and has more than 30 years experience in accounting both in the federal government and private industry. His previous federal government experience includes; Accountant and Program Analyst at Fort Rucker; Supervisory Operating Accountant at Fort McPherson; Senior Accountant and Supervisory Accountant for FDIC; Accountant with Department of Labor; Staff Accountant with the United States Marine Corps Materiel Corps; Managerial Accountant and Supervisory Accountant with the Marine Corps Logistics Command; and Financial Manager for Defense Logistics Agency.

Mosley served in the United States Marine Corps, before attending Georgia Southwestern College where he graduated with a Bachelor of Science degree in Accounting in 1981.He is a Certified Defense Financial Manager with Acquisition Speciality(CDFM-A).
