    For more than a decade, the Charleston District benefited from the steady leadership of a respected mentor, advocate, and champion. Under the guidance of Lisa Metheny, who served as the District’s Senior Civilian since 2014 and retired in July 2025, Charleston delivered some of the nation’s most important projects while building a culture recognized across the U.S. Army Corps of Engineers.

In constant battle with the glaring and looming sun above, a team of regulatory specialists from the Charleston District push through and navigate the habitat terrain by foot on a crucial mission.

    In western Connecticut in the 1990s, a young middle-schooler, Robert Nahabedian, saw the United States Military Academy (at West Point) campus from the river courts along the banks of the Hudson River for the first time during a school trip. In his mind, at this moment, a seed was planted.
