Ecosystem Restoration Overview

The U.S. Army Corps of Engineers' environmental stewardship mission focuses on restoring, enhancing and maintaining ecosystems while meeting its other missions. Charleston District looks for ways to naturally store floodwaters, improve water quality, restore fish and wildlife habitat, promote energy reduction and minimize waste. Nationwide, the Corps applies its environmental commitment—to all its decision-making and programs—through its Environmental Operating Principles.

Charleston Harbor CAP 204 Study

The Continuing Authorities Program Section 204 authorizes the U.S. Army Corps of Engineers (USACE) to carry out projects, among other things, to protect, restore, and create aquatic and ecologically related habitats, including wetlands, in connection with dredging of authorized Federal navigation projects. In November 2016, the South Carolina Department of Natural Resources (SC DNR) requested the inclusion of beneficial use alternatives to be constructed concurrently with Charleston Harbor Deepening and Widening Project (Post 45) under Section 204 of the Continuing Authorities Program (CAP). The CAP 204 study builds upon opportunities for beneficial use (which included Crab Bank) evaluated in the Post 45 Final Integrated Feasibility Report and Environmental Impact Statement (IFR/EIS) and the Post 45 Supplemental Environmental Assessment (SEA) for Beneficial Use of Dredged Material. The goal of this more detailed study is to refine beneficial use alternatives to ensure the final recommended plan provides the greatest ecosystem restoration benefits in the most cost effective manner.
