The proposed work would consist of placing fill material in ten tributaries and seven wetlands for the development of a new industrial and commercial park.  The work would take place in four phases over a period of ten years.  In detail, in the first phase, 1,117 linear feet of stream would be piped with 60” RCP culvert and 0.42 acre of wetlands would be filled for a road crossing, one 400,000 square foot building, one 1,300,000 square foot building, and parking associated with those two buildings.  In the second phase, 289 linear feet of stream would be piped with a 72” RCP culvert for a road crossing. In the third phase, 0.02 acre of wetlands and 1,254 linear feet of stream would be filled for construction of a 700,000 square foot building and associated parking areas. For the fourth and final phase, 0.03 acre of wetlands and 691 linear feet of stream would be filled for construction of an 800,000 square foot building and associated parking. The total amount of impacts for all four phases would be 0.74 acres of wetland impact (fill) and 3,351 linear feet of stream impact (1,409 linear feet pipe and 1,945 linear feet fill). The applicant has proposed to mitigate for impacts to wetlands and/or waters of the United States by buying credits in phases from a USACE-approved mitigation bank. The project purpose is to build a bulk warehousing and distribution park and its attendant features.
